In short:

A bushfire that last week destroyed 19 homes was caused by a registered burn conducted about a week earlier, authorities have confirmed.  

A landowner "chose to cover the fire with sand", with wind later causing "embers to come out of that," the Tasmania Fire Service says.

What's next?

The news comes as the TFS announced the state's fire permit period will start on Tuesday, with those conducting burns required to apply for a free permit, either online or by phone.
