In short:

The WA government announced on Thursday it would divert the budget allocated to upgrading the Perth Convention and Exhibition Centre (PCEC) towards three major hospital upgrades.

Premier Roger Cook said the PCEC upgrade was not worth the money, and said it was a complex site with many engineering challenges.

Opposition Leader Basil Zempilas said while he supported funding for hospital development, he questioned the government's decision to invest in the Burswood Racetrack and a rugby team over the PCEC.
