Build townhouses to lower rents and house prices, Grattan Institute report says

A report has found that rents and house prices would be 12 per cent lower than otherwise within a decade if all capital cities are rezoned to allow three-storey buildings.

The Grattan Institute also calls for loosening of planning restrictions.

The report comes as the federal government faces scrutiny over the effect of its demand-side housing stimulus on house prices.
